If the way you choose is develop your own CMS... (your site manager), the
way isn't too complicated. Is like to create another site, but with with
restricted access for non admins.

You can start learning more about MVC and somethings about script attacks.
Track your goal, plan, sketch on a paper where you want to go with your code
(what you want? a blog? a portal? a set of widget box? a cassified? all
these?) This is important.
