If you can rummage an old machine throw ubuntu(or any distro), webmin and configure BIND, make sure it is processing right and log into your dhcp server and point the dns to your new server on the network, and on each machine that has a static address. Now you have your own dns server to use, there may be some programs for windows but you are way better off with linux, and you can even use ssh to drop the keyboard and monitor and throw it in a closet on the network. And well you could easily use a p2 maybe a p1 with the right distro.
