Although Windows did it's usual "Are you sure you want to run this", the 2nd
'file://' option did work.

However, that's no good, as Manika said the file should be uploaded to the
server and then run, so it would have to be a hyperlink to the file and not
the application.

What manika wants is still unclear to me. Does he want to launch the 
programs at the client machine or at the server? If at server, exec() 
might work. If on windows client, giving link to the program in sys root, 
might not work. Neither of codes below worked on my machine.
