ofcourse .htaccess is normal binary text file. But you no need to restart
web server unless is major update on mod_write and caching.

A server restart is NOT required for using .htaccess.
It's just a text file.
You might be able to use mod_rewrite and .htaccess to "pretty up" some
of your URL if your server has it, but not sure how far you can take
it without causing problems.
