No need to doubled slashes inside the double or single quotes. But you have to put doubled slashes at the end. That is becoz of:
If you use like below:
$strLocalPath = 'C:\Inetpub\ wwwroot\CI\';
It stored $strLocalPath as C:\Inetpub\wwwroot\CI' so it raises path error or invalid path.
Have you tried the following:
$strLocalPath = 'C:\Inetpub\wwwroot\CI\\';
?
Generally compiler reads the beginning and end of the string. It finds the first and last double quotes. So, you no need to worry about the slashes in the mid of the string. Because i have faced the same problem what you are facing now.

Try the above one. Because between the double quotes, no need of two
backslashes but in the end, you need to put two backslashes. I faced the same
path problem in windows platform while worked on.
But in PHP 5 version, we dont need to do this. We will give as usual in unix
platform.
