You might want to try www.rentacoder.com as well, although you really are
expected to work for peanuts, e.g. a complete CMS system written and
delivered for $100 !! It's good to see what type of freelance work is out
there though.

SourceForge also launched a 'Marketplace' recently, where you can ply your
wares, but in a slightly different way.

The previous suggestion of PHPClasses is really to find local
programmers, and is quite simple, but doesn't seem to be much use unless
you pay, since no-one seems able to contact you if you don't.

ODesk sounds more like what you need, you can see jobs, take tests (used
to be free, don't know if it still is), apply for jobs, get a work
record, guaranteed payments, etc., all at no charge.  They make their
money by charging a commission on your earnings.   

The downside is, of course, that you are up against the cheapest in the
world.  But the cheapest aren't always the least expensive, if you see
what I mean.
