My take on it is that you have 3 options :- 1) Use a pre-built CMS package - this will get you up and running the fastest, and if you stick to a popular package like Joomla, you shouldn't need to touch a piece of code. However, if you do want to customise something, then work _could_ be slow. 2) Build your own CMS package using pre-written modules - all of the components you want are written in one way or the other, but they almost certainly won't work together. This could mean you end up with 5 user databases - or - you need to customise the code to use the same database for all components. It does allow you to use simpler packages, and not have to write the code from scratch. 3) Write everything from scratch - this is by far the longest option, but over time should get easier to manage the code. Of course, you won't benefit from community maintained code, including bug fixes and enhancements. You will also become the only person that knows the code, so all jobs will end up being dumped on you. The choice you make largely depends on what you want to do with the application. If you're going to use it to learn PHP for instance, I might suggest using option 3. If it's for a commercial site, then perhaps option 1 is best. It really depends on the circumstances.
