Hi,

Try to zip/gzip the database dump (SQL file), how is the size? Usually
zip/gzip can reduce the file onto 10-50% of the real size. And then upload
it (the zip/gzip file). phpmyadmin can handle compressed file. If
your phpmyadmin can't detected compressed file, maybe you must download
newest phpmyadmin.

Oh yeah, if you can't access phpmyadmin from your server configuration (ex. 
cpanel), why you don't install it by yourself? :). I do that, so my client 
(which, of course, can't access my hosting cpanel) can reach the database by 
phpmyadmin.
