Search the php.ini configuration files for "timezone" setting (https://www.php.net/manual/en/datetime.configuration.php#ini.date.timezone). Or webservice (Apache, Nginx, etc.) configuration files, as they may set PHP settings as well.

Note the output of the bash "date" command in my original post. I'm on
EST time zone (Eastern U.S.). This is the time zone set at installation
of my Debian system.
