I would disagree with "PHP Storm" being "very expensive". You can buy yourself a licence for 9€ / month and use it for both personal projects and work.
Considering the salary level for programmers, I wouldn't call 9€ per month for the main tool in doing your job (apart from the computer itself) expensive.

As for the free IDEs, I like "Visual Studio Code" (available for Linux as well).

From the bigger ones that I didn't see mentioned yet, there is also "Atom". But I didn't like it as it seemed somewhat slow to me.

well after testing several php editors/ide here is the list:
  • notepad++ simple editor with syntax highlighting and basic auto completion - free
  • vs code: as an editor is great as an IDE is cumbersome: plus FREE
  • phpdesigner8 IDE with intellisense, auto completion and easy to use, the problem is paid
  • eclipse for php: IDE with simple intellisense and auto completion, cumbersome configuration. plus: free
  • PHP STORM: IDE complete and simple to use the problem: very expensive
So i think i will stick with Eclipse for PHP for now
