I did not see anybody bring up NetBeans. I have not tried it
since it was moved to Apache but for a free IDE it was very good.

I used to like PHPEd on Windows - not free - but lots of nice features and native windows

textpad - Windows - not free, but not much money - Works well, I used to use this at an insurance company I worked for. very versatile. excellent macro capability
