Hello, I've had similar issues when subscribing to the internals
lists. I guess this issue is still present. I'm not sure how else
users could get subscribed except manually then. Maybe if you report a
bug here:
https://bugs.php.net/report.php
(choose "PHP.net Systems Operation problem" under  the package affected)

and hopefully someone with enough knowledge and access to solve this
will fix it.

I can forward this to the internals list also if needed. Case is that
nobody saw this email yet...
