These guidelines advocate the use of "Reply-All" because not everyone who is part of a discussion thread is necessarily subscribed to the list. Joe Bloggs can happily send an email to this list, for example with a question about his PHP script, without being subscribed. If you helpful people replying only do so by sending to the list address, then poor Joe will think that his question is being ignored when that's really not the case.
