I don't think PHP really has anything good for higher level editing of PDF's. Simple stuff only really. You could maybe look at doing some command line stuff on a system using a later version of OpenOffice which has just now got some very good PDF editing features. Hi Ashley, Actually, I installed this: http://www.tecnick.com/public/code/cp_dpage.php?aiocp_dp=tcpdf and was able to apply certain DRM stuff right away. I haven't yet tried editing an existing pdf document with it.. but I created a pdf from scratch that required a password to do just about anything... open, print, modify, copy etc..
