Whatever is SENDING the request data is broken, almost for sure. PHP doesn't *do* much to the HTTP Request data except urldecode it for you. There's not much that can go wrong there. If your theme switcher, presumably in JS, isn't sending the data properly, there's not much PHP can do about it.
