It's a PHP extension.

This page:
http://lxr.php.net/source/php-src/

has a directory named "ext" which has a directory named "snmp" which
has a file named "snmp.c" which has this link in it:

http://lxr.php.net/source/php-src/ext/snmp/snmp.c#143
