Check permissions on all the intermediary directories from C: down to the DLL. Check the environment PATH on the two machines -- If dev has a different PATH that leads to the DLL... Some folks advocate putting the DLLs in System or System32 or whatever... If there are any directories with SPACE in the dirname, like "Program Files", it will cause you grief sooner or later.
