MS added a FastCGI module to IIS. Thats the big thing. The real question is, why doesn't Apache have FastCGI as a core module? FastCGI does even compile with the general release of Apache anymore, without hacking the defines yourself. Little sites may be fine with php as cgi or as a module, but neither scales well like FastCGI.
