Maybe he's talking about the ability to post data to a website, like
using PHP to simulate a user submitting a webpage form. If so, check
out curl.

Yes, not a helpful description. Maybe he means a callback function
which would do something like
echo '<a href="'. $_SERVER['PHP_SELF'] .'">Please try again</a>';
and he may have to pass a variable string.
