Have you done a search across all drives and directories for all instances of php.ini?
Is there one somewhere on the path shown under Apache Environment in phpinfo()?
Have you checked the setup instructions for non-WAMP installation of PHP5? They may tell where php.ini is located. There's obviously one lying around somewhere that's getting read.

Not much help, I'm afraid, but in these situations one tends to flail or repeatedly try the same solution.
