I use short-tags and always enable them, I specifically like the <?=$blah alias. I cannot see any more security risks from allowing <? as from allowing <?php. If you're letting direct PHP code injection into your scripts, then you've got bigger things to worry about than if the hacker will use a short-tag or not!
