He asks a perfectly polite, intelligible and on-topic question. Even if he isn't a good proportion of posters are non-native speakers, and I imagine they find this kind of thing a little intimidating. One strange thing I notice about this list: even the most off-topic and misguided question (like how can I clear a user's browser cache with PHP, how do I set up a mailserver) gets a few intemperate answers and then (perhaps because people's attention is drawn to it) a series of useful answers. This encourages posters to come back and ask again, as they keep getting answers. A well-formulated question, on the other hand, will sometimes just be ignored, perhaps because it is buried in the general traffic.
