php 5.04 register_globals aint acting right.

 I have register globals enabled, or set to ?On?.  Isn?t this suppose to
take all of the $_POST variables and $_GET variables and make initialize
them by name?

i.e. $_POST[?runquery?] will be accessible via simply $runquery

??
