have the 'RewriteEngine on' directive in your .htaccess file before your
rewrite rules.
It's entirely possible, however, that the server admin has denied permission for that action in the global httpd.conf, though. If you simply cannot get rules to work -- rules that you know work on another machine, for instance, that would be the next step to try.
