$i = 1;
foreach ($rsses as $rss) {
    if ($i++ >= 10) {
        break;
    }
}

However, why not use for()?

for($i=0;$i<10;$i++) {
    // do stuff
    $rss = next($rsses);
}
reset($rsses);
