I use Dreamweaver and I absolutely love it. It's a bit pricey, though. In the latest newsletter from Apple Developer Connection, there is a notice about skEdit, which is only $20. It looks pretty nice, though I haven't tried it. Eclipse is very good, too, and it's free (phpEclipse is an extension for Eclipse). Not terribly easy to get set up, though.
