What I did for a timesheet application was to pre-calculate the date and 
week-number relations and stuff them into a database table. The 
pseudo-algorithm was something like:

  get timestamp of first Monday of year
  calculate week number
  stuff date and week-number into DB
  increase timestamp by 1 week
  repeat until end of year
