find the mysql-devel package that matches the version you are running.

tip: download apt from freshrpms.net

http://ftp.freshrpms.net/pub/freshrpms/redhat/7.3/apt/

install the rpm for apt... then run:
apt-get update
apt-get install mysql mysql-devel
