Christian,
Check the IIS user account, something like IUSR_{Machinename} -- and make
sure it has permission to write to the directory this EXE is writing to...

Subject: IIS6 and IUSR Write permissions...
Hi, to everyone, this is my problem:
I'm working with Windows Server 2003, IIS6 and PHP5.
I need to use 'exec' or 'shell_exec' tools to run an .exe to do some
jobs. My app have to write some data to disk: I can run my exe but it
seem can't write to disk/registry.
How solve this problem?
