problem executing scripts with IIS

I am using IIS with WinXP Pro and PHP 5.1.2. When I run a script with <? rather than <?php at the beginning the script is not executed by PHP. I have seen this problem a long time ago but I don't remember the fix. Can anyone help me with this?
