I said she/he knew someone not that she/he liked the person if you get my drift but it's just my first personal reaction to why the picture was hanging in a museum. Your analysis it's like "street photography" does seem quite reasonable to me.

In fact, we're seeing something just a little like "street photography"
being dressed as "art", and some of us (me at least) are finding the
contrast not such a good idea.
