They are not looking for an exact match but they are looking for the same photo.  They claim that even if it has been edited or modified they could find it.  They use the Mona Lisa as an example.  A good explanation is here:

They're clearly not looking for an exact match.  I suspect it's something
on the order of a much-reduced size and then some kind of "degree of
difference" metric; but it may be something more sophisticated.
