Well just a thought but I would ask for clarification  Most of these are printing terms.    The 110 to 130 sounds like lines per inch.  The other weight of the paper and gloss is unimportant to you.  I don't remember the conversion formula to convert lines per inch to ppi.  I suspect the client may have dots per inch (ie what goes on the paper) and pixels per inch (what comes out of the camera) confused.  I have a feeling they might mean that they need a minimum of 2400 ppi on the shortest or longest side.  If I had to guess Id guess the shortest.
