That cell phone is mucho loco. I wouldn't use it for beauty portraits.

My first guess was about the image scanning, but the more I think about it I think there must be some kind of software algorithm at play here - probably the camera interpolates for better resolution and somehow got "fooled" by the movement of the blades, which the software tried to "follow" and composed a strange extension of the blade movement.
