Absolutely right on! You should read the entire technical article, it's an ingenious contraption. The device works on the principle of retroreflection from the surface of a CCD or CMOS element. And only in same situations that would cause "red eye" with a human or animal subject. A film camera with a pinhole, a between the lens shutter or an SLR would be immune. I'm sure it was someone's masters thesis project at Georgia Tech.
