Remember that it may take as long as several hours for the drive to come up to operating temperature.   You might consider placing a 7 watt incandescent nite light in the case overnight; it will keep the insides plenty warm and won't consume a lot of electricity.

I never thought about special hardware for places like the Arctic. But then I don't live there. At any rate, the room will have to be warmed up  before I ever go in there to turn the computer on! :o)
