Digital ISO

Is my general understanding correct that ISO in digital means how sensitive
the CCD is to light compared to a noise ratio? Has nothing to do with grain
I know but will a higher ISO setting produce more noise?  And what is a
"base" iso? Is that the setting with most light but lowest noise?  

Also, since were on this... How much of a downfall is there when using
traditional lenses not optimized for digital? Is it dramatic difference or
not much difference?

Nikon claims to have solved the problem of excess noise with 
increased ISO, so the 200 base ISO in the D70 is as noise-free as 
lower ISOs in other cameras. In practice, there is no noise at 200 
with the D70.

The lack of lower ISOs impacts certain shooting situations but not 
the output from the camera.
