Well, they might look like dudes, but their guns are loaded and they are ready and ordered to fire at any threat to the Queen.  They are trained to respond quickly.  Palace guards like that are used from time immemorial.  Incidentally, if you camera is mistaken for a firearm you could be shot.  And yes- Photography, although tolerated, is illegal.

and you guys think the americans are twisted!  what happens if you take a picture of one of those statue like dudes out in front of the palace?  drawn and quartered?
