The #1 hit when I google on "kerr cell" is
<http://www.elec.gla.ac.uk/groups/opto/Kerr.html>, which describes
their origin.  

The #2 hit is at thefreedictionary.com, and says 

    Noun 1. Kerr cell - optical device consisting of a transparent
    cell with two electrodes between two polarizing media; passes
    light only if the two planes of polarization are parallel; used as
    a high-speed shutter or to modulate a laser beam

Which don't, either of them, give much information on them *within the
normal practice of photography*, I quite agree.  But they define quite
clearly, at different levels, what a Kerr cell is.
