Pull down the menu under the arrow in your PS older version actions 
menu and select Save.  Tell the computer where to save and give the 
file a name.

Open the newer version of PS and open the Actions palette.  Pull down 
the menu under the arrow and select Load Actions.  Navigate to 
wherever you saved your olderversion Actions file and select it.

It will now be in your newerversion Actions palette.

Remember if you add or change any of those Actions to resave so the 
updates are there for when you upgrade the next time.
