I get 8x12s from my local Wal*Mart. They have to run them from a secondary program in a computer which is behind the counter. I have found that there is no visible difference between a tiff which is 200 dpi by 8x12 and one which is 300 as long as I derive the two files from the same master scan.

The pebbly texture of the RC paper may have something to do with that.

I've also found that a4x6 at 72 or 96 dpi from one of the jpegs from Fuji's own scans is completely inadequate, whereas as 4x6 at 72 or 96 dpi from one of my scans is quite acceptable, in fact it is as good as a 4x6 from a 300 dpi tif that I prepare myself.
