1. Whittlesea is described as a "major municipality" - clearly tongue in cheek.
2. The date is the 15th January. Are we expected to believe that ANY council employee was back from his summer break by then? Ha!
3. The object is too conventional - too much what is expected.
Given Whittlesea's reputation around here and personal experience, my guess is that it is some new device for catching speeding drivers.
