Kostas, Moving layers is done in the layers palette, by click, drag and dropping the layer below or above another layer. A little eye next to each layer turns them on or off. Changing your pointer color is not done in PS but your OS. Borders and Frames are generally "plug ins" added by a third party s/w. Do a search for PS plug ins.
