Here are two remarks : 1) Once you open the layer palette, you'll see all your layers, with the background layer at the bottom; you can move these layers from top to bottom or anywhere you want, just clicking and dragging with the mouse, then releasing when the layer is in the right position. If you don't see all the layers, increase the size of the palette, or use the slider on the right. 2) Except for the background layer, you can choose whether your layer is transparent or not. If a layer is transparent, you will see what is underneath, but for what is written on that layer. You can also adjust the transparency from 0 to 100 percent. If you have less than 100 percent opacity, then what is underneath will partially appear. You can also play with the drop down menu of the layer palette and define how the layer will merge with the layers underneath. 3) Text is a special case and it isn't handled the same through all versions. In the newer version (PS7 and may be also PS6) text layers have all the functionalities of the usual layers and more (since you can correct your text), so you shouldn't get problems moving it on top of your other layers. With older version, when the layer was rendered it was merged with the layer underneath and fixed (so noway to move it, unless you can use the undo button enough times). 4) I can't see why you won't be able to se your text layer, unless you have another opaque layer on top of it. If you have an older version of PS (which renders the text layers after you close the text window), be sure to select the upper layer before clicking on the text tool (or make these layers transparent where the text should appear). Be also sure that you have selected the right color in the foreground on the tool palette. This is the color which will be applied to your text. If you have a white layer and write with white you won't be able to see anything.. I do also think it get problematic with middle grey tones, depending of the tool used. You can always change the form of the pointer when it get difficult to see. Well, if you want to make your owns, then you'll probably need to use the line tool or a combination of different tools (the circle tool or the rectangle tool).
