The jdbgmgr.exe file is a ordinary file used by Windows to execute/debug Java code.
If you remove this file, you'll be damaging your system!

Please read this warning from Symantec (maker of Norton Antivirus):

I have reason to believe that via my address book you may have received a virus.
 
The virus (called (jdbgmgr.exe) is not detected by Norton or McAfee anti-virus systems. The
virus sits quietly for 14 days before damaging your system. It is sent
automatically by messenger and by address book, whether or not you send
e-mails to your contacts.
Here's how to check for the virus, and how to get rid of it:
