May be something like this
SELECT jsonb_agg( value ) 
FROM ( SELECT jsonb_build_object( 'key', key, 'value', jsonb_agg( jsonb_build_object( 'value_1', value_1, 'value_2', value_2 ) ) ) FROM test_a GROUP BY key ) per_key( value )
