Yeah I have installed 10 and OS version is 6.4.

What OS and version?
Where did you install Postgres from?

AFAIK, passwd is not a regular binary in the community edition. Have you
installed an extension in the 9.6 instance that you have not installed
in the 10 instance? Or something else along that line?
