What OS and version? Where did you install Postgres from?
pg_upgrade check for "/opt/postgresql/10/bin/passwd" failed: no such file or directory failure, exiting
AFAIK, passwd is not a regular binary in the community edition. Have you installed an extension in the 9.6 instance that you have not installed in the 10 instance? Or something else along that line?
