Sorry, my mistake.
Execution plan of an update sql seems always get  rows=0.

Can you post execution plan of the original update sql.
EXPLAIN (ANALYZE ON, BUFFERS ON) update "TRANSLATION" set fk_assignmentwhere fk_job = 1000;
