In the crawl, walk, run vein, start with a database with no tablespaces and run pg_upgrade. See what happens. If that works shutdown the 9.3 cluster , reinit it, add a tablespace or two to the 9.0 cluster and try pg_upgrade again. See what happens. If that works try your existing test setup.
